Heavy shower with minimal thunder developed to SW and moved over this location early in 7 PM hour (0.48). At that same time, an "innocuous" looking on radar area of showers near Harrisburg drifted slowly east and "exploded" into a thunderstorm complex of torrential rains over eastern Lebanon County after dusk and eventually overspread most of Berks County toward midnight and afterward. This location was deluged with 3.0", accompanied by frequent vivid lightning, within 60-minute period ending 12:55 AM EDT for the "whale's share" of the 3.64 calendar day (EST) total. Intensities exceeded 6"/hr at times. Additional thunderstorm downpours at times of shorter duration afterward till dawn brought an additional 1.03. For those who monitor this station online might have noticed an approx half-hour outage, which began when a flash-bang lightning bolt struck within 100 feet and when the high-intensity rain was just beginning. The missing amount during said outage, based on complete 4"-diameter double-cylinder measurements computed to 1.75. UPDATE of original report submitted 8:28 AM: Selected "Severe Flooding" category after learning of Storm Report to NWS of 6 feet of water and rescues in lowest building of Cambridge Commons apartments, located 1 mile ENE of here. This flooding would have been from the Little Wyomissing Creek, which is normally a tiny brook that trickles by and drains areas 1 to 2 miles to the west. This Storm Report describes a flood crest which exceeded the crest of 31 August 2018.

TV news video showed people swimming and kayaking (not dancing) in the streets.

The sun was visible, though obscured, during the downpours. Rapid clearing followed with impressive Cb to E-NE at 7 PM. Amount of 0.43 does not include 0.01 of dew this morning. Update 8:35 AM: I consulted with observer at Reading 2.3 NW and was able to verify the reported 1.67 really did occur. This station was in just the right spot to capture a highly localized cloudburst.
